AAS “Municipalities are smaller and easier to watch: local people can attack local problems at their animal control”

AAS “local government has weekly council meetings open to the public and the media, where citizens can stand up and say what they know, loud and clear and rally local support to make change. (This is very different than the secretive and unresponsive SPCA that this board describes)”

When the municipality contracts the SPCA to do the animal control the Municipality has the ability to dictate how the job is done. Remember the Municipality is the SPCA’s customer. So, if local people have a problem with the animal control and they cannot get satisfaction from the SPCA they have an avenue to appeal, the Municipality. Under the AAS scheme there is only one chance, the Municipality.

I admit I do not know one way or the other about the following operations but, has AAS been to any Council meetings in: New West, Hope, Chilliwack, Mission, Vancouver, West Van, Kent, Whistler, Pemberton, Victoria, Kelowna, Penticton, Princeton and so on. If not, does that mean they are satisfied with the way things a handled in all of those areas? Is AAS not interested in looking into other pound operations? Or is AAS just interested attacking the SPCA?

AAS: “The SPCA is supposed to prevent cruelty, period.”

Not period, you forgot “promote the welfare of animals”.

The resources that come with animal control significantly aid the Society in achieving its mission.

AAS “All pounds must eventually kill excess dogs because a pound's legal duty is to control dogs (stray and dangerous) and cannot keep impounded dogs forever that no one will buy, or which are dangerous.”

Have the North Vancouver Pound or Coquitlam Pound stopped killing? If so, seems you are wrong. If not, then the only thing that changed is the number of SPCA cruelty investigators on the north shore and Coquitlam.

Why is AAS only focusing on dogs in pounds? They seem to completely ignore the cats in those same places. Cats are dying at a far greater rate.

AAS “A secretive Society that provides dog control will be corrupted into more secrecy and dishonesty, like the assessment protocols, by the necessity to kill that is required in the dog control business, and it can easily be further corrupted by the desirability for cost-effective impound facilities, creating the cheap SPCA hell-holes we all abhor.”

The SPCA does not deny killing dogs so what is it they are keeping secret?

AAS “All those SPCA employees worrying about their jobs, who say they hate this part of their job, should be encouraging the SPCA to reform and sending their resumes to municipalities.”

It seems you believe the SPCA staff are dumb. Why would they apply for a job that will only do the part of their current job they hate?

AAS “Keep it simple! There is no way that any of us can effectively watch the SPCA juggle pound business/ animal welfare all over this province, but the SPCA itself is big enough to watch pounds, whether they be municipal or private.”

Since you find the SPCA is failing in its maintenance of its shelters and it inadequate enforcement of the PCA Act what on earth makes you think they will elevate a municipal or private pound to or above their own current standard. The size of the SPCA will be drastically reduced without animal control. Without pound contracts there will not be enough Investigators to watch the pounds.

AAS “What does CYA expect the SPCA to do if it stays in pound-contracting... watch and report with its right hand what its left hand is doing?”

If done correctly by the SPCA, both hands have the same ultimate goal, prevent cruelty and promote animal welfare. These hands are operated by the same mind so it simply passes the mandate from one hand to the other.
