I guess Informed has never tried to complain to any municipality about the SPCA. I have had personal experience in three areas, with the same result in each case. There is much talking in circles between the complainant(me), the city staff, and the SPCA, and then nothing is accomplished. It's like this political dance of red tape and buck passing, mixed in with a hefty dose of SPCA officials lying to it's employer (the City)and covering up. The reason this happens is because the city staff handling the complaints are not there to witness any of the hands-on activities with the animals, so they can't possibly give an opinion. It's one word against another, and the city gets stuck in the middle. This pound contracting relationship has never worked and it never will. The city needs to do it and be accountable for it themselves.
