I'm in total agreement with the need to control or regulate the breeding of companion animals. I fully understand and support the concept. What I don't understand is why AAS suggests TWO DIFFERENT types of breeding licenses. The first one that is suggested is the "Casual" one. This is the one I don't understand. Why is this one necessary? Why not just the second one that is available to people who want to breed for profit?
