The CAMP testing protocol is very flawed as a tool to test temperament and should be scrapped altogether. Face it, most dogs that take this test aren't going to make the green zone, they're going to fall into the orange zone at the very least. And maybe it was designed to reflect this kind of outcome.
Most of my dogs are in the orange zone because they are intelligent. This test is designed to provoke a negative response in any dog worth it's salt. It is going to be the most loyal dog that will show the most stress and/or depression. The most intelligent dogs will be the most frustrated. The youthful, exuberant dog suffering from being confined will be most likely exhibit all manner of inappropriate behaviour.
The dog will find itself in a small, smelly kennel in a noisy, crowded foreign environment 24/7 and then somebody takes them to a "neutral" zone so they can be assessed?
I also take issue with this "cookie cutter" approach with this testing protocol. Every breed reacts differently and that reaction is normal for that breed. Therefore, some of the characteristics and genetics of certain breeds that make that breed what it is; that the owner/adoptor wanted and cherished, are going not going to get the favourable rating.
The CAMP test should be scrapped immediately.
