More SPCA style over substance. The offer of "tips" is just empty p.r.

Dear Ms. Chortyk,

I was terribly distressed to read the article on p. 4 of the Victoria winter newsletter concerning "Life for a Chained Dog".

When I phoned the local shelter to ask for their list of tips the staff on the desk have not read the article nor have a list of tips available.

Obviously this article was not written locally and I would appreciate it if you could send me the list of tips we should know so that we the public can help chained dogs.

I was under the misconception that animal cruelty was the mandate of the BCSPCA and we the general public were to report it.
This article suggests that cruelty like dog chaining is now a public problem and we as individual citizens are responsible to solve it.
My experience in this makes me skeptical and alarmed as to the dangers both the public and the animal involved will now be placed in.
