COMMENT: If you suspect or witness someone abusing a child, would the police or child protection ministry give you "tips" on how to talk to the abuser? NO! Same goes for suspected abuse or mistreatment of an animal IMO. Would I feel comfortable knocking on some stranger's door to talk to them about how they're treating their animal? NO! Encouraging people to deal face to face with irresponsible pet owners could result in placing untrained and unqualified people in dangerous situations IMO.
