So if private rescues are doing the real quality adoptions including home checks and follow ups, and private groups like AAS are lobbying all levels of gov't for new and better laws, and now private citizens are supposed to deal with educating the public, what the he** is the SPCA supposed to be doing? The only thing left is picking up strays and handing out tickets! And while I realize that some SPCA staff actually want to do these things, the direction NOT to is coming from the top!
