Until the BCSPCA actually gets some guts

The SPCA in Duncan does keep dogs and cats for a very long time and does work with them. Some of the animals that they get off the reserves are in awful condition, but unfortunately the game is still played...give us the dog...no charges will be laid. They take the dog but in the long run nothing changes!

I do not know all the answers but I do believe until the BCSPCA actually gets some guts and starts charging people for denying animals more than food, water, and shelter, nothing is going to change, and that could take decades the way the SPCA works.
