The BCSPCA seems to have no intention of addressing the real cause of pet overpopulation

The BCSPCA seems to have no intention of addressing what everyone in the rescue community knows to be the root of all pet overpopulation: lack of spay/neuter and no breeding regulations. Now that it has created this expanded business relationship with Petcetera, how can it possibly push for tough laws regarding the sale of live animals in pet stores? It is not possible for the BCSPCA to work in partnership with a pet store and watch over it as enforcer of the PCA Act too.

The BCSPCA has strategically placed itself in a conflict of interest position, on several fronts, and is now making its perceived image as a pet store, a reality.

When is the BCSPCA going to stop this "shovelling animals off the back of a truck" business, and do the humane/welfare work it was founded to do by addressing the root causes of problems?
