Six months to get records from the SPCA?

Teddy was microchipped and licensed. Clearly, not enough effort was put into finding his home.
When the City of Port Coquitlam could not find Teddy's records (6 months to get payment and license number from the SPCA?), why was the SPCA not forthcoming with that info as soon as they were called?

To the heartless people who have Teddy now - I sure hope the law states that they get one more phone call to return Teddy. Being sold Teddy was not their mistake, but what they are doing now stinks - big time.
