Bob Busch and the BC SPCA are responsible for not receiving the contract, not AAS or anyone else

When K-9 was awarded the Dog Control Contract for the North Okanagan Regional District in December/03, the BC SPCA did not submit a RFP. which Bob Busch admitted, after first denying that he had not sent a proposal for the RFP. I asked the question again at a meeting attended by Craig Daniell, Mary Lou Troman and Bob Busch, this time he said the first proposal was sent back to the BC SPCA as it was incomplete, or some such thing, and his second proposal did not make the cut off date for the RFP, so again was sent back unopened. This meant the only two organizations being considered were K-9 and Vernon & District Animal Care Society (VDACS). The point here is, Bob Busch and the BC SPCA are responsible for not receiving the contract, not AAS or anyone else. They were not even in the equation as Bob Busch mishandled the whole situation. The loss of this contract probably cost the BC SPCA a potential loss of $200,000.00 - 250,000.00 (3yrs) not to mention the new contract now being awarded to K-9 for $634,000.00 over 5 years.
