BC SPCA head office always willing to turn a blind eye

How is it possible for 23 staff members to leave any place of employment, as well as volunteers, and head office still not be able to admit there is a problem? I can see the SPCA's head office refusing to admit there is any problem if they are just dealing with one or two problematic, churlish employees, but when you have this many people standing up and saying there is a problem with this shelter, and actually LEAVING THEIR JOBS because of it, then there is a problem -- and it is certainly not filing backlogs and data entry issues. A mass exodus in any work place signals a major problem with management, plain and simple. Can the SPCA not admit they make bad choices in the managers they place? It would seem the SPCA's head office are happy to allow these people to run their shelters into the ground, harrass good staff into leaving, and alienating the public, all the while saying "There's no problem here."
