Sadly, until the SPCA, which has the legal resources to remove and rehome a dog for neglect and abuse, start doing their job, dogs must be taken by other people.
And the SPCA must take the animal, have all necessary veterinary work done, all rehabilition done, and make sure the animal is rehomed to a good home - not just to be put on the end of a different chain.
I hear of animals that are left in distress for YEARS, because the SPCA will do nothing - that may be legal, but it is so unethical and immoral.
To risk removing an animal from it's misery, and taking on responsibility for that animal demands courage, and high ethical standards.
Because it's illegal, you can even be arrested for it. Arrested for compassion - welcome to the Brave New World.
