Seems to me the BCSPCA is doing a fine job themselves of eroding their donation base and spending their donated money on things other than the animals it's mandated to protect.Most rescues are full and broke but yet many still "save animals" from the SPCA. Like the pup in this post. Rescues that are solely run by donations and rely on foster homes.
