Say, what does the S.P.C.A. do?

Here we are half-way through the summer, the busiest time of year for animal welfare groups. I find myself wondering, as we rescue, get back to health, socialize annd adopt these animals to good homes... what is the S.P.C.A. doing?

I understand that now they take in only owner-surrendered animals. Wow! That leaves the small rescue groups, none of whom have shelters or big budgets to deal with our fair city's stray and abandoned animals. We get calls from all over the city about stray cats, abandoned mother cats with kittens, stray kittens. I would love to to refer the callers to the S.P.C.A., but I know they won't get any help there. Say, what does the S.P.C.A. do?
