Money, money, money...but where does it go?

What the SPCA does really well is fundraise.
Money, money, money, they are always asking for it. As far as I can tell, they get a lot of it too. The local newspaper carries the SPCA's pleas for money, and then cheery thank-you's from the SPCA, saying that the community support (money) was great.

What I don't see is spay/neuter education or action, explanations of where the money goes, or any assistance given to the rescue groups.
Where oh where, does the money go?
