Mr van der Hoeven was stating a fact. It has to be legal to kill animals and eat them, because meat eaters demand it. If it weren't legal, the SPCA couldn't serve hot dogs at its fund-raisers.

The press takes what words it wants, and leaves out what it doesn't want. Mr van der Hoeven may have expressed revulsion that wasn't quoted.
