I received an answer from the General Manager of the branches, Bob Busch which he cc'd to Craig Daniell, Mary Lou Troman and Lori Chortyk. His email came with this warning, "This email contains privileged information and is intended only for the recipient. Any other distribution, copying, or use whatsoever is strictly prohibited without the express approval of the author.", so I will just say that Mr Busch told me that the Williams Lake SPCA does not tether dogs except for short periods while the kennels are being cleaned; that staff may not have heard me honking my horn and phoning on my cell phone; that the branch does not condone leaving a dog outside all day, it was just a misunderstanding; and that the SPCA takes pride in its screening process.
