General Questions SPCA Decision-making procedures

Will the minutes of the recent SPCA Director's be made public? Where are the really important policy decisions being made at the BC SPCA? Is it by the head office staff- or do directors have a meaningful input? Is it an outside corporation that sets the big salaries?

Why are local branch managers paid such pittances, while the central office people seem to live quite luxurious existences? Who sets salaries for local staff? I think a lot of them get near the minimum wage and they work so hard, at least in my local SPCA.

I think donors expect their money to go to the animals and to paying liveable salaries to staff-neither at poverty level nor at the 6-figure level.
