Could this be the BCSPCA’s strategy for making money?

STEP ONE: Stop euthanasia. The public likes it. SPCA is the "good guy". This inevitably creates an over-crowding problem.

STEP TWO: How do you deal with the overcrowding problem? You could bring back euthanasia, but then you’d appear to be disorganized, indecisive and perceived as the "bad guy". Also, it costs many shelters money to euthanize – so it’s counterproductive as far as making money goes. You could do a major campaign for spay/neuter awareness and have programs to help fund these procedures for low income families but again, this will cost money and is counterproductive as far as making money is concerned.

STEP THREE: Promote adoption from the SPCA. By eliminating euthanasia you’ve guaranteed product. By prolonging the issue of creating a low cost spay/neuter program, you guarantee product. Your perceived as a society working for the welfare and rights of animals and you’ve placed yourself above the competition in the marketplace, i.e. pet stores.
