Most dogs react differently when suddenly put into an SPCA facility, and they sometimes show signs of fear based aggression or develop bad habits that they would not normally display. There are no guarantees that a dog will be re-homed quickly by the SPCA after its owner dies, and there are no guarantees that the SPCA will even have a foster home. It is impossible for the SPCA to guarantee either of these things. So realistically, a dog could languish in an SPCA for weeks or months after the death of its owner. Since the SPCA claims they cannot adopt out dogs who fail their "assessment test" I'd like to know what happens to any dogs who are taken into the SPCA under this Pet Survivor Program. Do they have to be "assessed" like every other dog who is adopted out by the SPCA? What happens if the dog fails? Does the SPCA destroy the dog and refund the money to the estate of the deceased person because they were unable to care for it as stated in their agreement?
