For a minimum $25,000 payment the BC SPCA will screen potential homes, do follow up visits after re-selling your pet (does anyone really think that these "special" pets will be simply given away?), and put your pet in a volunteer foster home if they deem the animal to have languished too long in the SPCA kennels.

Reputable animal welfare organizations screen all homes, every time, and follow up on adoptions is a given. Reputable animal welfare organizations would never hold pets in cells as loathsome as those in SPCA facilities, even for a short time.

For an additional $50,000 the SPCA will pay your pet's vet bills for its lifetime.

$50,000 will buy a lot of veterinary services. That's $5,000 per year if your pet outlasts you by a full decade. Will the SPCA require the new owners to get pre-approval for each procedure? When the time comes, will the decision to terminate a pet's life be up to the new owners and their vet, or will the SPCA make the decision? They would certainly appear to have a financial incentive to spend as little as possible.
