It seems ethics no longer enters into it

The SPCA often does not help some animals whose owner has died. If the owner has not left a legacy to the SPCA that animal may end up in a pound.

How could that happen?

Well, it appears that animals without live owners are considered strays by the Victoria SPCA and therefore become a problem for a pound.

Is this acceptable? Hardly, but it seems ethics no longer enters into it.
