The SPCA should talk about taking on more animals than they can handle, with such a policy as the OPEN DOOR Policy, which leads to over crowded shelters meaning more animals to be euthanized and screaming it's the public's fault for the pet overpopulation problem. Which leaves the question why should any one care about spay and neuter and population control when the SPCA has an open door policy? Why should the public deal with it when they can so easily dispose of their unwanted pets and their litters and never look back?
