I am thoroughly disgusted with this story. This type of thing is happening all the time and the SPCA does nothing. A friend repeatedly reported a similar situation in the Maple Ridge area a few years ago and the SPCA's response was "Is it being fed"? "Does it have water"?. They said as long as it was being fed and given water they would do nothing!! Fortunately the 'friend' took matters into her own hands and took the dog, handing it over to Animal Adovates a group that truly does have the best interests of the animal at heart. I have never donated to the SPCA since and have no intention of doing so in the future.
