The SPCA is the dog control agency in Maple Ridge, which duties include deeming dogs dangerous and giving out warnings and orders to muzzle etc.
Where the SPCA knows that a "dangerous" dog lives with small children, does it have a legal duty to inform the Children's Ministry of that fact?
It has a clear moral duty to report it, and it could possibly be argued that to not report it is to recklessly endanger a life.
