The SPCA doesn't discuss agreements like this one, so we have to imagine it, but maybe this is one scenario...

The SPCA starts seizing cattle. Cattlemen get pretty angry. This is a wealthy, powerful group with lawyers and government lobbyists. In short order there are standards drafted so the Cattlemen's members are safe from the SPCA.

Good. That's what law enforcement is supposed to do, make everyone more lawful, the ones in court and the many watching. That is how the SPCA is using the PCA Act to prevent cruelty and it has our (qualified) approval.

The qualification is a big one...the SPCA itself inflicted much more cruelty on many of the cattle and horses it seized than the owners did, by trucking them, and then neglecting them, some to death.

Then too, settling with the Cattlemen's Association is also a lot better business practice than the expense of seizing cattle and then having no buyers for Canadian cattle.
