These people raid and seize the animals
The owner is charged with cruelty to animals
The owner can hire an attorney and fight this charge
The animals are held until all legal proceedings are complete
The owner must pay for the board and care of their animals that are being held by the "shelter"
That would be $10.00 per day per animal at the Dalles SPCA
That would be more than just about anyone could afford.
Who knows how long a court case would take. Few could afford to fight this lopsided justice.
But, the "shelter" gets paid either way. Whether the owner is vindicated or not, they get paid until the case is settled. If the owner loses or settles by signing over the animals to the shelter (which is what most have to do), then the shelter gets paid, gets the animals, sells the animals and gets paid some more. PLUS, generates so much publicity in the process that people come stampeding to "adopt" these animals and donate more money to whatever agency is holding them. They can't lose! The owner can't win.

There was a case in my area where a young woman had her animals seized, she relinquished them after 5 days and her bill was over $16,000! The animal 'shelter' people were all hailed as heroes. The animals were all adopted out in about 2 days (at most). Food and supplies donated could have fed all the dogs in the county for at least a month. There is no way for these 'shelters' to lose. There is no way for these owners to win. They are all guilty!(????) They have no way to defend themselves in Texas or anywhere else.
