SPCA threatens children and mother: Lucy's Happy Ending!

This SPCA officer also proceeded to tell me that if I didn't get my dog medical attention within the hour, he would arrest me, for animal cruelty, and seize the dog. I begged him to help me find somewhere to take my dog, he said the SPCA would take her and fix her, but then they would put her up for adoption, and I would not get her back.
Dear AAS,
My name is Angela Myers. I am a single Mom with two kids and a dog named Lucy. Lucy is a black border collie cross lab. Lucy came to us in July from a very neglectful situation, since then she has become my eight year old daughter's best friend. For the first time in 4 years my daughter has slept in her own room, with Lucy of course. On November 18 Lucy decided to leave our house for an adventure, usually she returns within a few minutes, but not this night. For the next five days my daughter, devastated, looked desperately for her puppy. We drove up and down the streets for hours calling for Lucy, but to no avail. Christmas was sure to be blue. Then on Tuesday November 23, low and behold, Lucy showed up home very hurt. That evening I phoned many emergency vets asking for help, being that money is tight at my home. They all told me that if she was not bleeding it could wait till morning. In the morning I left the dog with my dad and went to work, where I proceeded to call every single vet in the Fraser Valley trying to find one that would take a payment plan to help me to fix our puppy. No one would help. Unfortunately in today's world cash up front. At around 10 am I received a call from an officer from the SPCA, who proceeded to tell me that he had received a report that my dog was injured, and that I was refusing to get her medical attention. It was at this point that I emotionally lost it and had to be sent home from work. This officer also proceeded to tell me that if I didn't get my dog medical attention within the hour, he would arrest me, for animal cruelty, and seize the dog. I begged him to help me find some where to take my dog, he said the SPCA would take her and fix her, but then they would put her up for adoption, and i would not get her back. I didn't know what to do, so I phoned one last vet in the phone book. I was just bawling when the receptionist answered the phone. I sobbed out my story, and she put me on hold. When she came back she told me to bring my dog, and that we would worry about money later. I ran home and got my dog taking her to Clearbrook Animal hospital, this is where doctors Allen and Birnie proceeded to help to fix my dog. Lucy had two open wounds on her left hind leg, one being on her paw, where we could see 3 of the bones in her foot. She also had a wound on her thigh that was approximately 3 inches wide by 4 inches long, where we could see all her muscles and tissue. Doctor Allen and Birnie took Lucy in and did surgery. They did a wonderful job considering Lucy's wounds were several days old and had already started to heal open. We believe Lucy was caught in some sort of leg hold trap, she was dehydrated and very hungry when she returned home. We believe she was caught there for 4-5 days. The reason why I am writing this email is because I need financial help to pay for the vet bills. So far I have received help from Citizens Pets, and Pets In Need, also the vet is not charging me for some things, but there is still quite a hefty bill. I was able to pay $200 but that is a lot of money for me never mind to be a month before Christmas. Right now as it stands I still owe the vet $321. If you can help me to pay some of this bill, that would be greatly appreciated, or if you can point me in the direction of some one who can. There are many great people in this world.

I don't even know where to begin to thank-you and your organization. When I read your email to my daughter we both cried. We were very lucky to meet Lucy and have her stay and love us, and so many people have helped to make that happen. When the vet put Lucy under she tattooed her and she was also spayed. As for Lucy going for any more adventures, that is out of the question. Until her leg heals, which the doctor said will take many months, Lucy only ventures out to go to the washroom, on a leash of course. After her leg heals my dad is going to build a 20x40 foot pen in our back yard for Lucy to be able to go out and play in. Once again I would just like to thank-you for your help, I don't know how I can express my gratitude. So many people told me to give Lucy up or put her down because I could not afford this.
