Let's just keep things in perspective here.
"IF" it is true that Carla's horses in her care were suffering, it would be her responsibility to seek better care for them. If nothing else, her voluntary report to the SPCA most likely would have resulted in remedial action. I don't see the SPCA as knights in shining armor, but as a last resort I would approach them.
And, "IF" Carla knew that her dogs were breeding without restraint, this also would show that she is lacking responsibility in caring for animals.
I know there are rescue people out there who mean well and want to help, but lack either the necessary funds, or knowledge, or both to adequately care for animals.
I blame the government's ignorance and uncaring attitudes for all the problems we have in attempting proper care for animals and have them recognized as equals, or perhaps as better beings then some humans in this world.
