Not guilty does not mean innocent! They are not synonymous.

While one or two bad constables who abuse their power do taint the SPCA, it does not mean the whole organization is bad. But what does do the SPCA harm is the fact they keep them working and in some cases promotes them into positions with more power to abuse.
