SPCA manager promises that the vouchers are free if the owner can't afford to pay

Mr Andrew opened the discussion about the Ginger Fund for Ms Stone and got the amazing promise that it was free if the owner couldn't afford to pay. Ms Stone said, "We do a means test but I have to tell you that if people just really have to get them done I’d rather just get them done, we see so many litters of kittens.... Okay if they come down and get the voucher from us we do ask if they are unable to make a donation then the voucher is free and they can take it to the vet and they don’t have to pay anything...."

If the owner can't afford the voucher, how will they afford the vaccines?
