SPCA seizures - why one person and not another? *PIC*

From the SPCA's press release: http://www.spca.bc.ca/media/Kamloops_conviction_Jan0507_Press.asp

"The conditions for the animals were totally unacceptable," says Marcie Moriarty. "There was garbage piled up to two feet high throughout the home, feces covered the floors and walls, the smell of urine was overwhelming, all the food dishes were empty and filthy and no potable water was available for the animals." She adds that animals were matted and suffering from a range of untreated medical conditions, including eye infections, dental disease, burst abscesses, ear infections and upper respiratory infections.
Moriarty says the environment in which the animals were housed was one of the worst the BC SPCA cruelty department has ever seen. "The lack of sanitation, with respect to the feces that was spread all over the floors, walls, beds and other furniture, combined with the lack of ventilation, was a serious threat to the health and well-being of the animals," she said. "In fact, the conditions were so bad that officials from Interior Health deemed the home 'uninhabitable' until it was properly cleaned."
The dogs, cats and birds received on-going care and treatment at the Kamloops and Vernon branches of the BC SPCA and have since been adopted into loving homes.
In addition to the lifetime ban on keeping animals Judd was ordered to pay $11,800 in restitution to the BC SPCA for veterinary and care expenses of the animals and was placed on 18 months probation.
