One way to expose misconduct is in a courtroom. Some people choose that route in an attempt to expose their grievance if the media (often owned or controlled by the powerful - the very people the Fourth Estate (the media) is supposed to protect the powerless from) has shown no interest.

But if the accused has the money to hire sharp lawyers, the complaint may be disproved in court, always a risk.

If the aim of the complainant is money, then a deal can be cut before the complaint goes to a public court, but that is another matter.
