Why did the SPCA wait so long - til after they recieved a call from an MLA?

As it stands, the breeding operation goes on - with Lorie's friend selling the puppies as "rescued" dogs.

The dogs are not "rescued" if you allow them to be born into this situation - that's not "rescue" - that's being part of the chain of some really scummy backyard breeding.
