Save these numbers. The SPCA only improves if it is afraid of bad P.R. That is a terrible shame as it means it can't ever be trusted to do the right thing for the right reason. But that is how it is and so we must use the only power we have to make the SPCA stop disposing of animals and start doing animal welfare.
