I've seen both municipal pounds and SPCA pounds and the dogs are far better off at municipal pounds

This is excellent news for the animals!!! Especially given how big Surrey is. From my experience with both the New West and Vancouver pounds, staff are much more obliging and helpful with me when I 'sprung' some dogs out of their facilities. The facilities still badly need to be updated to make the dogs more comfortable during their stay at these city pounds, but on the whole, the dogs are way better off...I did not see as many dogs killed as I did when I volunteered at the Burnaby SPCA.
I am very happy for the animals of Surrey.
