Thank you for posting a link, haven't had time to read it yet, but will get to it one day. I'm not sure what your point was in your post, seemed a little edgy but my concern is for the animals that are being abandoned at a cemetery, which has nothing to do with sheltering. The kittens are being dumped, because the dumper is too lazy to take the kittens to a shelter (which you may or may not endorse, I don't care either way), and too irresponsible to have his cat spayed. If you have any advice about laws regarding abandoning pets, I'd welcome hearing it. If you simply want to disagree, you're on your own, I just don't have time.
