Your statement "In the short term, I'd like to see the SPCA interview people who want to dump their pets, and educate them on what is going to happen to their dog or cat in the shelter environment. Every person who comes in to hand an animal off, needs to be educated about shelter life (I did volunteer for the SPCA for a few years, so I'm not just flapping my lips here). They need a tour of the cages and runs and the euthanizing facilities and the garbage. Life doesn't come without consequences, and yet most people who dump their animals off at the shelter, just walk out the door, without much of a second thought"
I agree with you that anyone who gives up their pet should take a tour of all areas of the facility. Especially the euthanizing facilities. Some might reconsider leaving the pet there and make a righteous effort in finding a good home.
