I am not defending a report. Who can? Do you know of a cull, or are you simply running a rumour mill? If you are using a rumour as prove for your comment about the SPCA not being the right organization, you are doing our cause (the animals) more harm than good.

The SPCA must have been better, in your mind, at sometime. It didn’t always run shelters and do pound work.

I do agree with you that the answer lies within birth control.
