Is this woman going to help pay for the vet bills and rehab for the guide dog? Is she going to be fined? Is she going to be held accountable?

Owning some breeds is such a serious responsibility but not many seem to take it seriously, what will it take to change things? How many more attacks and fatalities do we need?
