Spurious argument number two against breed specific controls: We just have to make people behave responsibly.

The other argument that breed defenders always make is that the answer to dangerous breeds is to make their owners behave responsibly. This is possibly the most illogical of all the illogical arguments in defense of dangerous breeds.

It can't be done, not at all, much less with any certainty that no child will pay the penalty of our naive trust in "making people behave responsibly".

That is tantamount to saying that no laws are needed against any danger, we only have to make the dangerous take responsibility.
