Tell the SPCA Board of Directors to start applying its own "Five Freedoms" and its own "Animal Care Guidelines" to chained dogs. So far they are just more SPCA p.r. to fool the public and politicians that they are really doing something about all the suffering. In September of 2001, the BC SPCA publicly said it would "Raise the Bar" on seizures and prosecutions to the City of Vancouver in response to AAS's constant urging to the City to adopt and enforce its own bylaws to stop the huge problem of isolated yard guards which its pound has to kill when they are dumped there, totally ruined. The City of Vancouver did not want to be bothered with these dogs, so it avoided responsibility by saying the SPCA was going to start enforcing its guidelines.
