WHEN is the SPCA going to put by-laws in place banning chained dogs and dogs kept in yards 24/7....they know DARN well that unsocialized dogs lead to this mauling and biting. I am amazed it does not happen more often. AAS is not only responding in support of dogs but to citizens as well... if dogs were treated better and without so much ignorance, that little girl and many others who have been bit would have been safe.
From all my volunteer work with dogs, it did not take me long to figure out how dangerous unsocialized dogs are. I totally hold the SPCA responsible for this mess!!!
