Dear Council:

We need to track vicious dogs and require pet owners to have these dogs put down before there are these senseless attacks on innocent children. Put yourself in Shenica's shoes. How does a teenager fend off two ravaging dogs? Why should she have to? How would this be if this were your daughter or wife who was attacked? Why do we have to wait until someone dies before we make animal owners responsible?

Dog owners need to be made to be 100% responsible for the outcomes of their animals. This means fencing, monitoring and paying for harm to others. Dogs with a track record MUST be euthenized.
