Larry Campbell and Council,

Nothing but accolades to Animal Advocates in its attempts to bring awareness to the cruelty of keeping chained/yard dogs in deplorable conditions devoid of social interaction. The SPCA has ignored the pleas of countless concerned citizens that reform of outdated laws is long overdue. Thus continues the cycle of mistreated, abandoned, and abused animals. Another long day of misery to be endured. The City of Vancouver was presented with reports from AAS in 2001 with comprehensive coverage depicting the horrendous conditions of a number of dogs. Why was nothing done?

People who have dogs ought to provide loving homes with lots of interaction. Left alone, penned or chained up, ignored, and abused is barbaric. If these dogs escape it can lead to tragic consequences, much worse than the recent attack. We implore you and this council to create bylaws which would protect these animals, and in turn prevent innocent people from being attacked.
