Dear Mayor and Council

I am writing to add our voices to Animal Advocates Society of B.C. plea to you to implement by-laws banning the chaining of dogs and other cruel practices towards dogs by residents of the City of Vancouver. The City of Vancouver has an opportunity to be a North American leader in demonstrating responsibility and humanity towards animals. We strongly believe that many tragedies, such as the recent attack in East Vancouver on a fourteen year old girl, would be reduced and/or averted if dogs were not subjected to isolation such as is experienced on the end of a chain.
