In August of 2001, when AAS presented Vancouver City Council with our report, "IT'S TIME!", on desocialized Vancouver yard dogs, two present councillors gave more than just lip-service to the stories of dogs suffering from the cruelty of life-long isolation and the danger that these dogs pose to the public.
Tim Louis wrote to AAS, "You are providing a desperately needed service. Your tireless efforts are finally starting to bring about change. Keep up the great work. I look forward to receiving your reports."
Fred Bass correctly questioned City staff's assertion that the City need do nothing because the SPCA was going to start "taking care of" this problem, asking how would the City know the SPCA was "taking care of it" when the City was not planning to put a reporting protocol in place.
The vote on AAS's motion was to have City staff work with the SPCA. That was more than fifteen months ago. At the City's insistence, the SPCA produced an inspection report into the dogs whose stories and photos were part of our "IT'S TIME!" report.
