Dear Mr Campbell:

I am writing to ask you to act immediately on your COPE policy regarding the isolation of dogs in the City of Vancouver. The following is a copy of your policy as given to Animal Advocates Society

"COPE does not support the mistreatment of animals and would ensure animal welfare laws are in place to prevent the prolonged keeping of dogs in yards, in pens, on chains, in garages, and in other forms of isolation."

The enactment of this policy is mandatory if there is true concern for the welfare of your citizens and animals kept as "pets", but treated as "criminals". Following the setting of bylaws, the isolation of dogs can only be stopped if the SPCA follows up and acts on all of the calls regarding this huge problem. They cannot be afraid to levy fines, remove the animal, and see that the people involved are never permitted to keep animals again.

If the above actions are not taken, it is only a matter of time until another person is mauled and perhaps killed!!! This young girl will likely never get over the trauma caused by the dogs, who were kept isolated in a yard.

Please stop this cruelty so that my loved ones do not have to continue to live in fear, walking the streets of Vancouver.
