Running in packs spells trouble for dogs or teenagers

As a former dog owner, I was shocked by the savage and unexplained attack on Shenica White. While the owner of the dogs may not be subject to criminal charges, I would expect he will face a punishing civil settlement for physical and psychological injury to Ms. White.

My suspicion is that the attack was facilitated by a "pack" action of the pair of dogs rather than the individual character of the dogs. Just look at how teenagers get into trouble and car accidents in groups/gangs/mobs although the individuals are always "nice kids." I suggest municipal bylaws should prohibit people from keeping more than one dog, especially of the aggressive breeds.

Some writers have questioned the municipal policy of establishing off-leash dog areas. This opposition is wrong-headed and counter-productive. A well-exercised and group-socialized dog (not a pack dog) is better behaved than one which is strictly confined.
